Amnesty International welcomes the inauguration of the National Security
Law Archives by Lawyers for a Democratic Society(Minbyun). The launch of
such a database on one of the most serious human rights concerns in South
Korea-the National Security Law-on 10 December 2001(International Human
Rights Day), is very timely and significant indeed. The National Security
Law archives will be of immense help in highlighting the human rights
violations that occur because of the National Security Law. The database
is an important initiative for Minbyun, which has taken a leading role for
many years in the protection of human rights and promoting awareness
within Korea and internationally on continued occurrence of human rights
violations. Its members have dedicated considerable efforts in
representing victimes of the National Security Law, in leading the
campaign for the abolition of the National Security Law. The archives
should greatly assist the efforts of all those activists who are calling
on the Korean goverment yo take steps to abolish the National Security
Law, a law that is a significant obstacle obstructing the evolution of
participatory democracy in Korea. 

We congratulate Minbyun for undertaking this initiative. Amnesty
International has raised concerns about the continued and arbitary
implementation of the vaguely worded clauses of the National Security Law
by law enforcement authorities. At the present time, there are at least 50
people who have been arrested under the National Security Law, many of
whom were arrested participating in peaceful activities.
